ARINC Continues Key Support Role for USSTRATCOM Advanced Technologies

Annapolis, Maryland—ARINC Engineering Services, LLC  today announced it has received a follow-on contract to provide technical and management support for the Headquarters of the United States Strategic Command (USSTRATCOM) at Offutt Air Force Base, Nebraska.

The 4.5 year, firm fixed-price contract was awarded to ARINC in March following competitive bidding. It further extends ARINC’s successful ten-year record of support for USSTRATCOM. Since 1998, ARINC personnel have provided analysis, concept development, coordination, and management in support of USSTRATCOM’s advanced research and development programs, currently including Positioning, Navigation, and Timing (PNT) and Navigation Warfare (NAVWAR) programs. Much of the work is classified.

“ARINC is proud to assist USSTRATCOM in maintaining its world leadership in the areas of advanced PNT and Navigation Warfare technologies,” stated Randy Brockman, ARINC Senior Manager for the PNT/NAVWAR project. “These cutting-edge capabilities are crucial for the warfighter, for most ground and air weapons systems, and for U.S. space readiness, missile deterrence, and national security.” 

The PNT and NAVWAR system requirements and operational policy work done under the contract supports the warfighting commands, service space components, defense support agencies, NATO allies, and commercial interests around the world.

Key focus areas of the work include Global Positioning System (GPS) modernization, Signal in Space issues, GPS test and evaluation for survivability, vulnerability, and operability, NAVWAR Concept of Operations, Joint Navigation and Timing, and GPS Augmentation Systems including Wide Area Augmentation Systems (WAAS), Local Area Augmentation Systems (LAAS), and the U.S. Coast Guard’s augmentation system.

ARINC will provide a multi-phased program of research and development, analysis, technical support for future operations, and support for the emerging mission of NAVWAR. ARINC will facilitate the collection, consolidation, coordination, and validation of PNT requirements within USSTRATCOM, its supported commands, and subordinate commands and agencies.

The company is tasked to monitor Service Components, civil agencies, and other PNT “stakeholders,” to participate in decision-making forums, and support USSTRATCOM exercise and war game planning, execution, and lessons-learned analysis.
