M. Belcher
Chairman and Chief Executive Officer
John Belcher came to ARINC in 1997 as President and Chief Operating Officer, and in 2002 was appointed Chief Executive Officer of ARINC Incorporated. In 2004, he was also named Chairman.
John has more than 30 years of experience in the aviation, information technology, and defense industries. Previous executive positions include President and CEO, Hughes Aircraft of Canada, Ltd.; Vice President, Hughes Aircraft Company; President and CEO, Thompson-Hickling Aviation; Senior Vice President, PRIOR Data Sciences; Executive Director, Transport Canada; and Director General, Supply and Services Canada.
A leading authority in aviation and air traffic services, John served as Chairman of the Canadian Advanced Technology Association and on the Board of Directors for numerous national trade associations and aerospace technology companies.
He received a BS in applied science from the University of Ottawa and a postgraduate diploma in communications systems engineering from Queen's University.
Stephen L Waechter
Vice President, Business Operations, and Chief Financial Officer
Stephen L. (Steve) Waechter was appointed ARINC’s Vice President of Business Operations and Chief Financial Officer in June 2008. His responsibilities include managing the company’s Business Operations and activities in the Contracts, Finance, Internal Audit & Government Compliance, Legal, and Procurement departments. He also has responsibility for Corporate Technology Services.
Steve has an extensive background in financial analysis and mergers & acquisitions, in addition to experience with customers in the Federal Government and U.S. Department of Defense.
Before joining ARINC, he spent eight years as Chief Financial Officer, Treasurer, and Executive Vice President at CACI International Inc., defense contractors based in Arlington, Virginia. Before that, he held CFO positions at Government Technology Services, Inc. (GTSI) and Applied Bioscience International. His early career includes 19 years at General Electric Company, where he finished as Vice President, Finance, for General Electric Information Systems.
Steve holds an MBA in finance from Xavier University and a BA from Christian Brothers College.
